The Waters of the United States Regulatory Overreach Protection Act of 2014 (H.R. 5078), introduced by Rep. Steve Southerland (R-Fla.), was approved in the House Transportation and Infrastructure committee in late July and is expected to be considered on the House floor early next week. Reps. Reid Ribble (R-Wis.) and Kurt Schrader (D-Ore.) are expected to offer the Agricultural Conservation Flexibility Act (H.R. 5071) as an amendment to H.R. 5078 when the legislation is brought to the floor. The two measures address Farm Bureau’s concerns with the Environmental Protection Agency’s WOTUS proposal and interpretive rule.
